The two are comparable because neither was rebased. HDB publishes its resale index on 1Q2009 = 100 and URA publishes its private residential index on the same base, so the bars and the line can share one scale. That is the only reason this chart is honest — rebasing either one here would have produced a picture of arithmetic rather than of two markets. URA's series runs back to 1975; only the quarters HDB also covers are drawn.
An index is not a price. It tracks the whole country's resale market against 1Q2009. It tells you the direction of travel — it cannot tell you what your flat is worth, because it knows nothing about your block, your floor or your lease.
Prices in your own block are the only ones that matter for your decision — start from your town, or search from the front page. What I make of these numbers is in insights.
